I wanted to provide you with an update regarding Antisocial Behaviour, which people around your area have highlighted as an issue of concern on the priority survey. Over the last three months, one of our local policing priorities has been tackling the illegal and anti-social use of e-scooters, electric bikes and off-road motorcycles across Headlands, Parklands, Boothville and surrounding areas.
This priority was identified following concerns raised by local residents through Northamptonshire Talking, community surveys, engagement events and reports made directly to officers. Feedback highlighted concerns about dangerous riding, near misses involving pedestrians, noise nuisance and anti-social behaviour in parks, residential areas and public spaces.
What we have been doing?
Since launching Operation StormEcho, your Neighbourhood Policing Team has been carrying out targeted patrols in identified hotspot areas, working alongside schools, local organisations and community partners to address these concerns.
Activities have included:
• High-visibility patrols in areas where concerns have been reported.
• Targeted enforcement against illegal e-scooters and modified electric bikes.
• Engagement and education with riders and their families regarding the law.
• School presentations and awareness sessions delivered to hundreds of young people across local primary and secondary schools.
• Distribution of information leaflets to schools, residents and businesses.
• Increased intelligence gathering to identify those responsible for repeat offending.
Results so far?
As a result of this work, officers have:
✅ Seized a number of illegally used e-scooters and electric motorcycles.
✅ Issued warnings and words of advice to riders found using vehicles illegally.
✅ Identified and engaged with young people involved in anti-social riding, helping educate them about the risks and legal requirements.
✅ Worked with schools and parents to raise awareness of the dangers associated with illegal e-scooter use.
✅ Developed intelligence around repeat offenders and hotspot locations to help direct future patrols and enforcement activity.
Continuing our work
We recognise that illegal e-scooter and off-road bike use remains a concern for many residents. Our patrols and enforcement activity will continue, and we will keep working with partner agencies to make our neighbourhoods safer for everyone.

 Tackling antisocial behaviour can be a complex issue, and one which requires input and action from more than just the police. The Anti-social Behaviour, Crime and Policing Act 2014 aims to put victims first, giving power to local people and enabling professionals to find the best solutions for their local area. The act provides the police, local authorities and other local agencies with flexible tools and powers that they can use to respond quickly and effectively to antisocial behaviour. These include: - civil injunctions.
- criminal behaviour orders.
- public spaces protection orders.
- community protection notices.
- dispersal powers.
- closure powers.
The act also includes measures such as the Community Remedy and antisocial behaviour case reviews which empower victims and communities to have a say in the outcome of their reports and hold agencies to account.
